1) Supervision of planning, design, construction enforcement
JS entrusts design works to private consultants; places orders for construction and work with private constructors, plants, and electrical manufacturers; and supervises execution and operation substituting for local public entities. In terms of making the master plan for wastewater treatment and sewerage project, JS proposes plans /review suited for the times. Regarding basic design of sewage treatment plants and detailed design of facilities, JS proposes optimal facilities considering applicability of new technology, status of practicality, regional characteristics. Additionally, in supervising construction work, JS arranges a strict system to supervise execution based on its abundant experience, and helps construct high quality facilities. To date, JS has been involved in about 60% of sewage treatment plant construction throughout the country.

1-1) Implementation of project management system
To realize business proposals which are the most suitable in terms of quality, cost, and construction schedule that respond to local public entities’ needs and meticulous consistent management , JS adopted the project management system in 2003, and utilizes the knowledge and human resources of the entire JS systematically and cross-sectionally mainly through project managers (PMR). JS was the first public procurement organization to officially adopt this method, a system to provide high-quality management service.
2) Technical support
JS provides technical support so that facilities fully exert their functions for safe operation and maintenance. In cases where a local public entity which has little experience operating and managing treatment facilities operates a new facility, JS staff offers direct technical instruction of the necessary operational know-how upon inauguration of facility operation. In addition, JS proposes improvement measures for facilities that have been in operation for more than 15 years after confirming the facility’s condition by learning about the operation status and performing visual inspection. Furthermore, JS confirms the facility’s operation status and proposes improvement measures for issues both one and two years after the handover.
3) Research and technology development ( R&D )
Since sewerage is constantly advancing field, effective adoption of newly developed technologies induces reduction of construction costs, operation and maintenance costs, and advanced functions as well as improvement of operation and maintenance performance when implementing/operating sewage projects. JS is developing new technologies that can respond to various issues surrounding local public entities, which are the main body of sewerage implementation, in all stages of facility planning, design, construction, operation, and maintenance and attempts to realizes the practical application thereof.

4) Training and certification exam
The objective of the training service provided by JS is the cultivation of staff in charge of sewage in local communities; the training service started when Sewage Works Center was established in 1972. Sewage projects require a wide range of special knowledge and technology such as sewage administration/finance, civil engineering, construction, machinery, electronics, chemistry, and biology. To contribute to the succession of sewage knowledge and technology, the JS learning center, which is the sole training organization focusing on exercise and training dedicated to sewage, provides many specialties in five courses: master planning and feasibility study, management, detailed design, supervision/administration of construction, and maintenance and operation, and training is carried out in the residential facilities. To date, more than 50,000 sewage engineers have undergone training.

1) Japan’s first formulation of asset management guideline and asset management project support
As stocks of sewage facilities increase and they become increasingly aging facilities, it is necessary to improve facilities and functionality, meaning that sewage facility management is becoming more important than ever. To execute sewage facility management more effectively, JS formulated a guideline to adopt an asset management method including the digitalization of condition rating for the first time in Japan. By developing, adopting, and utilizing the sewage asset management data base (AMDB), JS supports effective sewage facility project management including support for the formulation of an asset management plan.
2) Promotion of measures to combat global warming in sewage projects
Sewage projects emit about 7 million tons of CO2 as Green House Gas annually, an approximately 0.5% share of the total amount of greenhouse gas emitted from Japan. For this reason, it is necessary to accelerate carbon management efforts toward measures to combat global warming. JS is positively promoting measures to combat global warming through sewage projects, and strengthening support from the viewpoints of energy recovery and energy saving.
